Introdução: Os internamentos compulsivos
de doentes com perturbações psiquiátricas
graves são procedimentos controversos mas
frequentemente necessários. As Autoridades de
Saúde Pública são responsáveis pela emissão
de mandados de condução que resultam na
apresentação desses doentes a uma avaliação
clínico-psiquiátrica urgente.
Objetivos: Este estudo pretende caracterizar
os utentes trazidos ao Serviço de Urgência
com mandados de condução emitidos pelas
Autoridades de Saúde Pública e analisar a correspondência
entre a emissão de mandado de
condução e internamento compulsivo subsequente.
Métodos: Estudo retrospetivo observacional,
no período entre 1 de Janeiro de 2012 a 30 de
Junho de 2013, dos dados contidos nos mandados
de condução emitidos pelas Autoridades
de Saúde Pública do distrito de Évora.
Resultados: Analisaram-se os dados de 57
utentes trazidos ao Serviço de Urgência com
mandados de condução emitidos por Autoridades
de Saúde Pública.
Foram trazidos para avaliação clínico-psiquiátrica
no Serviço de Urgência 57 utentes
com mandado de condução emitido pela Autoridade
de Saúde Pública. Após avaliação clí-
nico-psiquiátrica, foi considerado que 36,8%
(n=21) dos casos não apresentavam anomalia
psíquica que justificasse o internamento.
Através da análise dos mandados de condução
puderam apurar-se quatro motivos para a avaliação
clínico psiquiátrica urgente. Da totalidade
dos mandados de condução (n=57), 74% não
estavam acompanhados de informação clínica.
Discussão e Conclusão: No estudo realizado
verificou-se que mais de um terço dos mandados
de condução não foi seguido de internamento
compulsivo. Perante este dado, é
pertinente questionar a falta de congruência
entre os critérios utilizados pelas Autoridades de Saúde Pública e Psiquiatras para justificar
a necessidade de internamento compulsivo.

The Public Health Authorities are responsible for issuing a warrant that results in the compulsory detention and hospital admission of these patients for an urgent psychiatric evaluation. Objectives: This study aims to characterize the compulsory patients brought to the Emergency Room with a warrant issued by the local Public Health Authorities, and to study the correlation between the issuance of the warrant and the subsequent compulsory hospital admission. Methods: Retrospective observational study, in the period between January, 1st, 2012 and June, 30th, 2013 from the data included in warrants issued by the Public Health Authorities in the district of Évora. Results: The data of 57 patients brought to the Emergency Room with warrants issued by Public Health Authorities for urgent psychiatric evaluation was analyzed. After psychiatric evaluation, 36,8% had no mental illness that justified compulsory hospital admission. The analysis of Public Health Authority warrants identified four general reasons for demanding an urgent psychiatric evaluation. Clinical information was lacking in 74% of all revised warrants. Discussion and Conclusion: This study verified that more than one third of all the warrants were not followed by compulsory hospital admission to an acute psychiatric unit. Based on these findings it is relevant to question the lack of congruence between the criteria used by the Public Health Authorities and Psychiatrists to justify the need for compulsory admission in a psychiatric unit.
